Commission by Orion for the first book in the Romanitas series by Sophia McDougall, but not used.
The basis of this story is that the Roman Empire never ended so the publishers wanted a view of London with a Roman look and without any of the famous London landmarks. It's probably not visible here but there is a row of crosses along the river bank where criminals are still crucified.
